About the Summit

Francophone finance is facing its own reversal. The CFA franc arrangement is under political strain, and the correspondent banking channels that carried the region's international payments are pulling out. The institutions built over decades remain sound: the Code Civil tradition, OHADA's unified commercial law, sovereign central bank governance. What's exposed is the network layer beneath them, run by others, and leaving with them.

Black Swan Summit Cambodia brings together central bank governors, commercial banking leaders and FinTech operators from across the francophone world and ASEAN to build a working answer to that gap. The Summit runs alongside the 20th Sommet de la Francophonie and is designed to feed a concrete FinTech and digital finance agenda directly into the Sommet's own economic programming, as its headline economic output.

Cambodia is both host and proof. A small, heavily dollarised economy turned its two biggest constraints, dollarisation and fragmentation, into the world's first blockchain based national payment system at scale: sovereign control held at the core, an open network built on top. Nearly 90% of Cambodia's deposits are still held in US dollars (AMRO), the host's own version of the problem it's asking the region to solve.

Black Swan Summit Cambodia exists to convene the institutions capable of turning that model into shared infrastructure for the francophone world.

A Corridor, Not Just a Convening
The Summit is built to move past dialogue: a sponsored francophone-ASEAN settlement corridor, with commitments principals can act on within twelve months
Deeper Regulatory Cooperation
Closed-door sessions between the National Bank of Cambodia, BCEAO, and central bank peers across both blocs, working toward sandbox agreements, mutual recognition, and real knowledge transfer.
A Talent and Capital Pipeline
Cambodia's FinTech Futures programme feeds a growing cohort of institutional, technical and commercial talent into the corridor — alongside a live pipeline of capital and partners for the region's fintech ecosystem.

About the National Bank of Cambodia 

The National Bank of Cambodia (NBC), the nation's central bank, is the monetary and supervisory authority. The mission of the NBC is to determine and direct the monetary policy aimed at maintaining price stability in order to facilitate economic development within the framework of the kingdom's economic and financial policy. The NBC conducts this in consultation with the Royal Government and in consideration of the framework of the economic and financial policy of the kingdom. As the monetary authority, the NBC is the sole issuer of the Khmer riel, the national currency. In doing so, this helps maintain monetary stability.​

As the supervisory authority, the NBC has the authority to license, delicense, regulate and supervise banks and financial institutions in Cambodia. The NBC also conducts regular economic and monetary analysis, publishes various publications, oversees the nation's payment systems, establishes balance of payments, and participates in the management of external debt claims.​
