About the Summit

Fifty years after money was abolished, Cambodia runs one of Asia's most advanced QR payment ecosystems. Bakong, its national blockchain-based payment rail, now processes more than three times the country's GDP. 

Black Swan Summit Cambodia is for emerging markets ready to redesign their financial systems. Hosted by the National Bank of Cambodia and GFTN, in collaboration with the Association of Banks in Cambodia (ABC) and the Cambodian Association of Finance & Technology (CAFT), it brings the central banks, FinTechs and payment operators that built Bakong into the room to show how it was done. 

Held alongside the Sommet de la Francophonie, the Summit opens a new corridor between Southeast Asia and the Francophone world. The objective is concrete: leave Phnom Penh with a blueprint any emerging market can use to build its own.

Bakong
Sovereign Rails

What it means:
The first great temple-mountain of the Angkor era, consecrated in 881, and the name NBC chose for its national payment system. It stands for a foundation others can build on.

What we discuss:
How an emerging economy designs, governs, and scales its own payment infrastructure at a cost within reach, and keeps it ready for what comes next. The choices behind a shared national network, and how banks, payment providers and fintechs build their own services on top of it.

Baray
Monetary Sovereignty

What it means:
The great reservoirs of Angkor, which held the monsoon waters that sustained the kingdom. It stands for what a nation keeps in its own hands.

What we discuss:
Stablecoins, de-dollarization, and local-currency settlement: how central banks keep control of their currency as digital money spreads. The tools that help a local currency hold its place, from national payment rails to clear rules for digital assets, and the integrity safeguards, from KYC to AML/CFT, that make digital money trusted.

Chaktomuk
Rails Across Borders

What it means:
Khmer for "four faces", the confluence in Phnom Penh where the Mekong, the Tonlé Sap and the Bassac meet. It stands for the place where flows join.

What we discuss:
How cross-border QR links, remittance channels and trade payments become faster and cheaper for workers, travellers and small businesses, and how Southeast Asian and Francophone markets plug into each other.

Phsar
Finance Within Everyone's Reach

What it means:
Khmer for "market", the place where everyone meets and trades. It stands for bringing finance to where people already are.

What we discuss:
How payment data, partnerships between banks, microfinance institutions and fintechs, and products designed for informal workers build financial health for households and small businesses, and help them withstand shocks.

Chamkar
The Proving Ground

What it means:
In Khmer, chamkar is a cultivated field. Here, it is Cambodia itself: a live environment where innovation is built, tested and scaled.

What we discuss:
Chamkar explores what it takes for ideas to move into the real economy, from enabling regulation and digital public infrastructure to capital, talent and real-world adoption. Cambodia offers a tangible setting for this conversation, with national-scale payment infrastructure, a growing digital payments ecosystem and a live regulatory sandbox.

Founders, regulators, investors and infrastructure builders explore how innovation takes root in Cambodia, and how solutions developed here can connect to regional markets and scale beyond them.
