Speakers
Lou Chandaravordy
Executive Director
Cambodia Blockchain Association
Chandaravordy Lou entered the blockchain space when digital assets were virtually unheard of in Cambodia. Starting her journey by co-founding a Blockchain Cafe and community, she helped build the local foundation for Web3 awareness from the ground up. Today, as the Executive Director of the Cambodia Blockchain Association and an ASEAN Committee Member for iDEA, she partners with institutions to drive the adoption of digital assets and blockchain technology. At the heart of her work is a core belief in financial inclusion: Freya is deeply dedicated to closing the gender gap in investment, championing financial empowerment for women, and building a truly accessible digital economy across Southeast Asia.

From Bilateral Links to Regional Networks: Connecting Financial Ecosystems at Scale
RoundtableOpenModerator
About this session
Bilateral payment links can prove that cross-border interoperability works, but each new connection also adds another set of agreements, standards and supervisory relationships to maintain. At some point, adding country pairs one by one becomes less efficient than building a common network. Regional and multilateral initiatives are testing that alternative through shared platforms and settlement layers. The roundtable examines when bilateral connectivity should give way to multilateral architecture, how such systems should be governed and what individual countries must retain control over when infrastructure becomes shared. It closes by identifying the smallest credible cross-regional network that could demonstrate the model in practice.
